The death has taken place of retired High Court judge, Mr Justice Robert Barr, who headed the tribunal into the 2001 shooting of John Carthy in Abbeylara, County Longford. Mr Justice Barr enjoyed a long and accomplished legal career on the bench before carrying out a two-year investigation into the circumstances surrounding the death of Mr Carthy, who was shot by Gardaí after a stand-off. The 2006 tribunal report was critical of the force’s management of the situation and led to the genesis of a new model for Garda negotiating.
